An environment preflight check tests a stated prerequisite before a workflow performs a privileged deployment action. Its purpose is to expose a known reason to stop, while there is still time for an owner to investigate.
A successful application test is useful evidence. It does not, by itself, establish that the next environment has the expected configuration, dependencies or permissions. Treat those assumptions as part of the deployment design.
Start with one target environment
Choose a representative change and name the environment that would receive it. Identify the artifact reference, configuration sources, dependent services, infrastructure assumptions and any associated data change. Avoid starting with a long list of tools: first establish what must be true for this particular change to proceed.
Distinguish references from values. A review record can identify the configuration key or secret reference that a job requires without copying the secret into the record. Access to a configuration reference should be tested by the intended identity, with logging designed to reveal the outcome rather than sensitive material.
Test the actual prerequisite
A structural check and an operational check answer different questions. A file may declare a configuration key while the deployment identity cannot retrieve its referenced value. A service may respond to a network request while exposing an incompatible interface.
Write an acceptance condition that a reviewer can understand. For example, a workflow could confirm that a required reference is present and accessible, then report a named failed prerequisite if it is not. That is more precise than treating an unrelated command's successful exit as proof that the entire environment is ready.
Keep the checks proportionate. A remote dependency check can become unreliable if it depends on transient behavior outside the team's control. Decide whether a failure should stop promotion, permit a bounded retry or require review. Do not make every intermittent response a reason to bypass the check.
